EXPERIENCE

Julie Simer has a health law practice which provides a full range of business services for health care related businesses. She has over 20 years experience practicing law in California and Arizona. Ms. Simer represents several multi-hospital health systems with facilities in California, Arizona and Nevada. Prior to joining the firm, Julie was a member of the Law Department of Tenet Healthcare in the managed care litigation department.

Ms. Simer has significant experience with issues related to the operational challenges facing the health care industry. This includes:

• Preparing corporate policies for uniform corporate operations
• Auditing existing business arrangements for compliance with policies
• Managed care contract review and contract preparation
• Structuring compliant business transactions
• Employee training on current laws and regulations
• Providing advice on questions about EMTALA and HIPAA compliance
• Interpreting Stark and Anti-Kickback Statutes and Regulations
• Dispute resolution through appeals, mediation, arbitration and litigation

EDUCATION

Ms. Simer received a Bachelor of Science degree with high honors from the University of Illinois in 1983. At the U of I, Julie was named to the Mortar Board honorary for scholastic achievement and received the Jonathan Baldwin Turner Merit Scholarship. She obtained her Juris Doctor degree with honors from Drake University Law School in Des Moines, Iowa. During law school, Julie was a finalist in the moot court competition and received the Prentice Hall Book Award in Federal Income Tax. Currently, Julie is pursuing a certificate in health care management from the University of California, Los Angeles.

MEMBERSHIPS, LICENSES AND ASSOCIATIONS

Julie serves on the State Bar of California Health Law subcommittee and has recently agreed to serve as the Vice Chair of Education. She is a member of the American Bar Association Health Law Section and the American Health Lawyers Association. Julie serves on the membership committee of the California Society of Health Care Attorneys.

Ms. Simer served as a Judge Pro Tem in the State of Arizona and was an instructor for the Barpassers Bar Review Course. She is an adjunct faculty member of Western State University College of Law where she teaches a class on Health Law.
