San E. Vaccaro has served as Receiver for the Federal District Court , the U.S. Bankruptcy Court and the Los Angeles and Orange County Superior Courts in complex receiverships. He has served as an expert witness on financing and real estate matters in both state and federal courts. Mr. Vaccaro is a California attorney in private practice with emphasis on corporate, real estate, financing, construction, and banking law, transactional and litigation in state and federal courts with extensive business experience in real estate, real estate financing and financial institutions, including banking, savings and loan, thrift and title insurance companies.

After receiving his A.B. degree from Fordham College in 1954, at which time he attended the Institute of Contemporary Russian Studies , and his LL.B. and J.D. degrees from Fordham University School of Law in 1957, Mr. Vaccaro moved from New York City to Phoenix , Arizona , where he joined Transamerica Title Insurance Company as a Trust Officer from 1957 to 1960. In 1960, he founded and organized Mojave Savings & Loan Association, serving as a Director from 1960 to 1965. From 1962 to 1964, he was President and Director of County Title Insurance Company and a director of Lakeshore Water Company, and from 1960 to 1969 was a principal in Golden Valley Development Company, a real estate development company. During his years in Arizona , Mr. Vaccaro was instrumental in the formation and success of the Phoenix Symphony and Phoenix Zoo.

Upon sale of his business interests in Arizona , Mr. Vaccaro relocated to Newport Beach , California . From 1969 to 1975, Mr. Vaccaro served as a real estate consultant to lenders and real estate developers located throughout the State. From 1975 to 1995, Mr. Vaccaro was a senior partner in the firm of Curtis & Vaccaro which specialized in real estate, construction litigation, banking, corporate and securities law. Thereafter, Mr. Vaccaro became a partner in Bye, Vaccaro & Winsten, LLP, business and trial lawyers, until its dissolution, and presently practices in Irvine , California , of counsel to Enterprise Counsel Group, ALC.

Mr. Vaccaro serves on the board of directors of Citizens Business Bank, Ontario , California , and its holding company CVB Corporation, a publicly traded company (ÒCVBFÓ). Since 1992, Mr. Vaccaro had been the Chairman of the Board of Orange National Bancorp, also a publicly traded company (ÒOGNBÓ), the holding company for Orange National Bank, Orange , California , of which he had been a director since 1984 and served on its Loan Committee and Investment Committee from 1986 to 1999. Mr. Vaccaro served on the board of ONB Mortgage Corporation and was a member of its Investment and Loan Committee. He is also a member of the National Advisory Board of Bank Compensation Strategies Group in Minneapolis , Minnesota , a publically traded company (ÒCLKBÓ) which specializes in corporate incentive programs.

Mr. Vaccaro has lectured as a Professor in Real Estate Law at Coastline Community College and is a past member of its Academic Senate. Recently, Mr. Vaccaro served as a panelist on Director and Executive Incentive Compensation before the American Bankers Association annual convention.

Mr. Vaccaro was qualified for admission to the New York State Bar in 1957, admitted in 1960 to the State Bar of Arizona and admitted in 1975 to the State Bar of California. Mr. Vaccaro is authorized to practice before the Supreme Court of the United States as well as all federal and state courts in California and Arizona.

  • RECEIVER Ð Los Angeles County Superior Court, Mast, et al v Wildwood, et al. (Management and liquidation of multiple complex real estate and partnership entities involving 28 separate properties and various fraudulent deeds of trust arising from major investor fraud.)
  • RECEIVER Ð Orange County Superior Court, Bordere v McKinney, et al. (Management and liquidation of several union based Southern California contracting companies.)
