EXPERIENCE

Mr. Kowal has participated in real property litigation and land use matters, representing private landowners in land use, environmental, and eminent domain issues. He has also drafted construction contracts and assisted on complex corporate litigation involving insurance, environmental, and conflict of law issues.

EDUCATION

Mr. Kowal received a Bachelor of Arts in Philosophy from UCI in 1998. He obtained his Juris Doctorate from Chapman University School of Law in 2007. While in law school, Mr. Kowal served as the editor-in-chief of the Chapman Law Review, as a teaching assistant in real property law, contract law, and constitutional law, and as a judicial extern to the Hon. David G. Sills, Presiding Justice of the California Court of Appeal, Fourth District, Division Three.

MEMBERSHIP, PUBLICATIONS, SPEAKING ENGAGEMENTS AND PUBLIC SERVICE

Mr. Kowal was admitted to the California State Bar in December 2007 and has published law review articles on the subjects of eminent domain and redevelopment law and has spoken at public engagements about land use issues. He has served on the board of the Orange County Associate of Environmental Professionals, and currently serves on the board of the Orange County chapter of the Federalist Society. Mr. Kowal is also a member of the Orange County Bar Association.
